To my knowledge VPN's are not being blocked, at least paid ones.

The Chinese gov't does not care about blocking people that are educated enough to use VPN's. The same way they won't prevent the wealthier from sending their children to study abroad.
The middle/high class part of the Chinese society is actually mostly understanding of the gov't way since it's showing actual improvement through their own quality of life. Because of this they are a very unlikelythreat to the gov't, even armed with sensitive knowledge.

What the gov't care about is preventing the lower, less educated, class of the Chinese society to access sensitive information. 
The lower class is a more convincing threat to the gov't, as history shows.
